Vietnam Academy of Science and Technology and Rosatom Agree on Roadmap for Strategic Cooperation in Quantum Technology
October 19, 2026 -- As part of the state visit to the Russian Federation by General Secretary of the Communist Party of Vietnam Central Committee and State President To Lam and his spouse, Prof. Dr. Tran Hong Thai, President of Vietnam Academy of Science and Technology (VAST), held a working session with Russia’s State Atomic Energy Corporation Rosatom and leading Russian scientific and training partners at the National University of Science and Technology MISIS (NUST MISIS). The two sides agreed on key orientations for developing a roadmap for strategic cooperation in quantum technology, helping to translate Vietnam–Russia cooperation in science and technology into concrete action in the new period.
Speaking at the meeting, Prof. Dr. Tran Hong Thai stressed that quantum technology is an emerging field developing rapidly, with the potential to deliver major breakthroughs but also requiring substantial investment. Learning from countries with more advanced experience, such as the Russian Federation, is important for Vietnam, helping it shorten the process of building up its workforce and gradually establish and develop its own capabilities. With experience in coordinating Russia’s quantum technology development programmes, Rosatom can offer valuable lessons to help VAST develop a roadmap suited to Vietnam’s capabilities and actual conditions. VAST aims to adopt an approach that both leverages its partner’s strengths in science and technology and research infrastructure and focuses on developing domestic expertise.
In a spirit of consensus, VAST and Rosatom agreed on a roadmap for cooperation in quantum technology comprising four main components: sharing experience in developing national strategies; training and human resource development; sharing and connecting research infrastructure; and gradually gaining access to and developing an integrated quantum computing infrastructure encompassing both software and hardware.
The development of a cooperation roadmap between VAST and Rosatom gives concrete effect to orientations for cooperation in strategic technology and opens up opportunities to access advanced expertise, human resources and research infrastructure. It also provides a basis for gradually building Vietnam’s capacity to research, master and develop quantum technology.
