Q-STAR and VTT Strengthen Quantum Technology Collaboration Between Japan and Finland

Industry October 20, 2026

October 19, 2026 -- Japan’s Q-STAR (Quantum STrategic industry Alliance for Revolution) and Finland’s VTT (VTT Technical Research Centre of Finland) signed a Memorandum of Understanding on 7 October 2026, establishing a framework for closer collaboration between two leading quantum ecosystems. The partnership aims to advance the development and commercialization of quantum technologies by promoting information sharing and encouraging collaboration among industry and research organizations. The collaboration aims to create new opportunities for innovation, business growth and societal impact.

The agreement establishes a framework for collaboration between Q-STAR, Japan’s leading industry alliance for quantum technologies, and VTT, one of Europe’s leading research and technology organisations. VTT also leads BusinessQ, an industrial ecosystem within InstituteQ, Finland’s quantum ecosystem. Together, the organizations will strengthen connections between the Japanese and Finnish quantum ecosystems fostering innovation and the commercialization of quantum technologies.

Quantum technologies have the potential to transform a wide range of sectors like healthcare, finance, telecommunications, energy and mobility. Recognizing both the strategic importance and global impact of these emerging technologies, VTT and Q-STAR share a common ambition to build a strong, internationally connected quantum ecosystem that accelerates the industrial exploitation of quantum.

"This partnership with VTT represents an important milestone in connecting the Japanese and Finnish quantum ecosystems." said Taro Shimada, Chairman of Q-STAR. “By connecting companies, researchers and other stakeholders, we aim to accelerate the commercialization of quantum technologies and create new opportunities for innovation and industrial growth in both countries."

Finland and Japan have both made significant investments in quantum science and technology and are internationally recognized for their leadership in the field. While the quantum industry is still at an early stage, it is expected to grow rapidly over the coming decade. Building a sustainable quantum industry will require more than technological advances alone. Success will also depend on developing standards and regulatory frameworks, promoting international collaboration and trade, and ensuring access to both public and private investment.

"Quantum technologies are developing rapidly. International collaboration is essential for translating scientific breakthroughs into industrial and societal impact," said VTT´s President and CEO Kalle Härkki. "Japan is one of the world's leading quantum nations. VTT is pleased to strengthen our ties with the Japanese ecosystem through this partnership with Q-STAR.”

In the future, the two organizations will bring together companies, researchers, investors and public-sector leaders through joint activities that create new opportunities for cooperation and innovation. Q-STAR and VTT welcome other ecosystem partners to join this effort and help build stronger international collaboration in quantum technologies.
