Quantum Flagship Launches QOMPASS to Strengthen Europe’s Quantum Ecosystem Ahead of the Quantum Act
May 27, 2026 -- The Quantum Flagship has launched QOMPASS, a new coordination initiative designed to strengthen collaboration across Europe’s quantum ecosystem.
The recently published Quantum Europe Strategy sets out ambitious goals for the European Union, with the aim of transforming Europe’s scientific leadership in quantum into long-term industrial capacity and technological competitiveness. Strengthening Europe’s technological sovereignty remains a central objective.
QOMPASS will support the implementation of Europe’s quantum strategy and help prepare the governance framework surrounding the Quantum Act, the proposed EU legislation intended to help position Europe as a global leader in quantum technologies while addressing economic, ethical and security challenges.
The consortium was launched in Bilbao at Q-Expo 2026 before industry and research leaders, policymakers and representatives from across the European quantum ecosystem.
QOMPASS builds on QUCATS, the Quantum Flagship’s previous Coordination and Support Action (CSA), and will work to strengthen connections between projects developed under the initiative while supporting coordination across different areas of quantum technologies, including computing, communication, sensing and simulation. The project also aims to encourage closer collaboration between academia, industry and policymakers.
Beyond coordination, QOMPASS will support more informed public and policy discussions around quantum technologies ahead of the Quantum Act. The project will promote balanced and realistic communication that neither feeds the hype nor trivialises the risks, recognising both the long-term transformative potential of some technologies and the more immediate applications already emerging across Europe.
