Three Quantum Calls Suspended Under Horizon Europe
April 14, 2026 -- Three open calls under Horizon Europe Cluster 4 have been suspended. Here is what has changed and what to expect.
What has happened
The European Commission has suspended three quantum technology topics from the Horizon Europe Cluster 4 work programme 2026–2027. The submission platform is now closed, and applicants with proposals in progress have been individually informed.
The suspension follows the adoption of Council Regulation (EU) 2026/150 of 16 January 2026, which enlarged the mandate of the European High Performance Computing Joint Undertaking (EuroHPC JU) to encompass quantum technologies.
EuroHPC JU may include similar topics in its own work programme for 2026 and potentially open them for submission in the second half of the year.
The three topics suspended are:
- Grand Challenge on Quantum Sensors for Inertial Navigation — HORIZON-CL4-2026-04-DIGITAL-EMERGING-11
- Standards for Quantum Technologies – Coordination and Support Action (CSA) — HORIZON-CL4-2026-04-DIGITAL-EMERGING-12
- Large-Scale Photonic Quantum Computing Platform Technologies (RIA) — HORIZON-CL4-2026-04-DIGITAL-EMERGING-18

A dedicated information session to support interested applicants and provide the necessary information will be organised by DG CNECT and EuroHPC JU.
Any relevant information will be made available by EuroHPC JU.
